Documents required to import from China to India

Accurate documentation is what keeps a shipment moving. Most customs delays and unexpected charges come down to paperwork that is missing, inconsistent or incorrectly filled in, not to the cargo itself. Getting the documents right before the goods sail is one of the simplest ways to avoid problems at the Indian port.

Here is what you need for a typical sea shipment from China to India, and what each document is for.

The core documents for every shipment

These four travel with almost every consignment and form the backbone of customs clearance:

• Commercial Invoice: the seller's bill showing the goods, value and terms of sale.
• Packing List: what is in each carton or pallet, with weights and dimensions.
• Bill of Lading (sea) or Airway Bill (air): the carrier's contract and proof the cargo was shipped.
• Bill of Entry: filed in India by your customs agent to declare the goods for clearance.

Documents that prove origin and compliance

Depending on the product and the terms of sale, customs may also need:

• Certificate of Origin: confirms where the goods were made, and can reduce duty under trade agreements.
• Insurance Certificate: required when you buy on CIF terms or want cover in transit.
• Product certifications: BIS, FSSAI, CDSCO or WPC approvals for goods that need them before entering India.
• Import licence: for the small set of restricted items that require one.

You also need an IEC

Before any of this, your business needs an Importer Exporter Code (IEC) from the DGFT. Without it, customs cannot clear the shipment and your bank cannot process the international payment. If you are importing for the first time, arrange your IEC early so it is ready before the cargo arrives.

Where paperwork usually goes wrong

A few recurring mistakes cause most hold-ups. Watch for these:

• The invoice and packing list do not match on quantity, weight or value.
• The HSN classification is missing or incorrect, leading to the wrong duty.
• The consignee details differ from the IEC and GST records.
• A required product certificate is missing, so the goods cannot be released.
